Dr. Amoy Hugh-Pennie Named New Regional Director of Clinical Services at Breakthrough Behavior

Dr. Hugh-Pennie has more than 25 years of experience as an education and behavioral science professional


Breakthrough Behavior has welcomed Amoy Hugh-Pennie, PhD, BCBA-D, LBA as the organization’s new Regional Director of Clinical Services. Dr. Hugh-Pennie brings more than 25 years of experience in applied behavior analysis (ABA) and special education, and will oversee all clinical services across Breakthrough Behavior’s five locations in Florida. She fills a new position within the organization, created to continually build high-quality, sustainable access to care across all communities in which Breakthrough Behavior serves.

Our organization, staff and clients are so fortunate to gain Dr. Hugh-Pennie’s leadership across our Florida clinics.”


Dr. Hugh-Pennie determined her purpose in life was to change the world through the science of behavior and education. In dedicating herself to this purpose, she has spent time disseminating ABA and incorporating evidence-based and ABA practices in special education from early intervention to university settings across a diverse range of learners in the United States, Canada, and Hong Kong (SAR), China. Her experience in clinical training, organizational systems management, evidence-based data decision analysis, and program evaluation has led to verifiable positive results for clients and improved parent satisfaction in non-profit, private clinical practice and school programs for whom she has been in key leadership positions.

Dr. Hugh-Pennie earned her bachelor’s degree in psychology from Florida Atlantic University and master’s degree in special education and instructional design from Teachers College, Columbia University. She graduated Cum Laude from Columbia University Graduate School of Arts and Sciences with her doctorate in behavioral disorders. Dr. Hugh-Pennie is a Certified Special Education Teacher, School Administrator and Board Certified Behavior Analyst-Doctoral (BCBA-D). She is a passionate individual who strives to ensure that all are treated with humility, compassion and respect. Dr. Hugh-Pennie enjoys spending time with her family, playing rugby, martial arts, scuba diving, writing slam poetry and listening to music.
